I'm not working in the core OOo-code, so can't take a look
there.
I've just done a little test and I think it is a rounding
problem in OOo.

The test:
Creating a sheet in Excel alows me to print 55 rows of 12,75
pts on a page.
Printing the same from Calc, gives 54 rows on a page. The
rows in Calc
are 0,45 cm height.
The margins on both pages are the same.

Then I tried the following in Calc:
I can't set the height to 0,445 cm. That is changed to 0,45
cm
I can't set the height to 12,70 pts. That is changed to 0,45
cm

I can set the height to 0,44 cm.
I can set the height to 12,61 pts. This displays as 0,44 cm
as well.
I can't set the height to 12,62 pts. That is changed to 0,45
cm again.

I hope this helps to find the problem.

Glad I could given some help.

I can't judge the code, but I would call it a
compatibility-bug (at least).

When such a phenomena occurs in a text document, fixing
would have
height priority, in my opinion.
But I think in a spreadsheet, printing is not done so often,
and less
page-oriented. Anyway, that is my view.
Fixing it would always be OK, but I'm not in a position to
judge about
priority.

Probably others on this list have ideas about cause and
priority?
