This is the desired behaviour.
In your example you inserted an incomplete URI (the protocol
"ftp://" was
missing), and so OOo added the normally used "http://" and adapted the radio
button.
This will not happen if you insert a complete URI with the
protocol "ftp://" in
front of it, the change will not happen.
