In the end, I have improved OOo to detect the current icon
theme in GNOME and
KDE and set the default (automatic) icon theme in OOo
accordingly. Tango is used
in GNOME only as a fallback when the corresponding icon
theme is not found
(GNOME has more icon themes than OOo).

Committed to CWS enabletango.
