I don't think I understand your question, you can insert PNG
files in ODF.
However I don't know if you mean that it convert the images
to PNG
natively. If this is what you asking the answer is no, it
keeps the
original file format.

At the moment ODF doesn't support SVG, there is an extension
to be able to
support it but the goal is to be able to recognize like ODG
(OpenDocument
Draw format) which actually do recognize the vecotrs and is
possible to
edit it on the same Writer interface. Yet this is only
achieved because it
opens an instance of draw within writer.
