Your patch works fine. I've integrated it (with small
changes) into a 
current open CWS. The issue will be fixed in OOo2.3.
During the code analyzes I've found two additional problems
in the 
current implementation of number formats in table cells.
If you're still interested in this area of code, please have
a look at 
issues 77648 and 77469.
