Rtfs with no encoding specified - any chance for issue 68639?

Dear developers,

In Russia we have at least 3 major retail chains generating
rtf files
with no encoding specified (looks like they are generated by
Oracle
software). Competing Office suite hanles such files just
fine by
apparently using system localle. We on the other hand act
in
straightforward way and display garbage for non-latin chars.


Since those retail chains have huge number of business
partners all over
the country you can imagine that our market position is
being hurt
badly. I have filed an RFE for that
(http://qa.openoffice.org/issues/show_bug.cgi?id=68639),
but it is stuck
with "requirements" for over a year.

Please consider this (seemingly) trivial to implement fix
for 2.4.

I don't know whether it's trivial to fix but I think it's
worth a look.
It wouldn't be the first time where we had to fix the bugs
of other
programs...
