Allow Draw files as background

Indeed, as long as this functionality is missing, Draw and
Writer are
essentially incompatible products. 

I think this issue should be implemented alongside the
ability to "Insert >
Picture > From File... > *.odg" because that is
also lacking, seemingly for the
same reasons.
