When language guessing was integrated we did not yet had a
function that returns
a fall back language for a given locale that had no country
part.
To circumvent this a function named lcl_GuessLocale2Lang was
introduced in sw
and svx. Now that the fall back function is available we
should remove that
workaround and use the correct function.

Since by now Tagalog is also a Language that can be selected
via UI it is now
enabled for language guessing as well.
Fixed in CWS tl45.
