Regarding the bug report: 

1) Grammar Check API is being implemented currently. Trying
to implement partial
rules like this for all languages is pretty dangerous
(remember CJK languages
etc.) and should be done at the grammar check level.

You can try LanguageTool (which is not as tight integrated
as it will be) to see
if it works for you in English. See www.languagetool.org.
