If you don't want the automatically generated number,
don't use it.

If you have cases where the numbering is wrong in your
opinion, please file
seperate issues and attach a sample document.

Images and numberings will always be counted from the
beginning of the document
to the end of the document.

Everything else won't be beneficial to the OOo-user case
but only sinlge users.
Thus not worth the effort. (as you can always override the
numbering and modify
the numbering. The numbering is a regular number range)
