ATSUI font implementation work committed...

As discussed with Herbert I've checked in the work I've
started in  
the atsui font implementation area of aquavcl01 (for him to
pick up  
and continue ;)).
I'm looking forward to his changes and results.

Thank you very much for yor work : for the first time, both
main menubar 
fonts and popup menus fonts are system fonts.

Simple ! this is just another application  

I have tested both AQUA_NATIVE_MENU FALSE and undefined ,
and I noticed 
two things :

1) using vcl menus, the size of the fonts is modified in the
top menus 
from time to time ( at least until they are modified one
time with the 
cursor of the mouse)

2) not all fonts are available (but you already explained me
why on IRC 
)  ;)
