Refresh : a track ...

Hi,

Disclaimer : the proposed patch below, is *not* the
solution, but only a 
track, because not optimized , and probably bad
functions/parameters 
(eat a lot of ressources e.g.), and bad place for the change
too.

Please : just test it ...

Doing some tests to make Aqua Theme appear in windows
headers (the 
inactive part, without user interaction), I found something
interesting.

Positive :

- Text is not correctly refreshed in Writer
- popup menus images are correctly refreshed
- the scrollbar is better refreshed
- pulse effect do appear

( better refresh more generaly )


Negative :

- no more cursor, excepted when we type something
- eats a lot of resources, because the best place for such
function use 
is probably salframe, or lower level , or simply maybe
another function 
would be better

What I retain is (just my opinion) : some event type, or
function or .. 
don't know is missing for refresh, in salframe.

What do you think ?

( sorry, it does contain other changes, like better tooltip

For the cursor, i think it is not dependant of vcl refresh,
but with  
the cursors/pointers implementation...
Not enough time now to test your patch sorry
