I cannot really help you with the license text issue. Are
the license 
text files built and installed correctly? They should end up
in 
$/licenses/.

Disclaimer: I have no OOo at hand (only SO); I hope it works
similarly.

For the registration, please check that after the first
start there is a 
file.
$/user/registry/data/org/openoffice/Setup.xcu and
that 
it contains entries like '<prop
oor:name="LicenseAcceptDate" [...]' or 
'<prop oor:name="FirstStartWizardCompleted"
[...]'. If that is there, 
we'd have to check why it isn't picked up at startup; if
it isn't there, 
we'd have to investigate where that gets lost.

[$ would be ~/.openofficeXXX on unixish systems
and somewhere 
in the user's 'ApplicationData' directory on MS Windows -
not sure where 
that would be on OS/2]

yes, license_it.txt and license_it.html are in place.

OS/2 is following the unix way, so user files are under
$HOME.
