I installed SBC for windows, but why doesn't IE prompt me for pin?

I'm confused.  I'd rather not use activcard, but I installed
SCB
bundle in XP, but when I go to the site for my OWA mail,
https://webmail.foo.bar.m
il, IE does not prompt me for my smart card
PIN as it is supposed to????
