Thank you for the reply.
As you said, "opensc-tool calls sc_connect_card() to try to connect using a PKCS#11 driver". I've a question: Will PKCS#11 driver';s connecting work generate APDU data between reader and card? Do you have any idea which document specify it?

Because opensc-tool calls sc_connect_card() to try to connect using a
PKCS#11 driver.
You can use -v to display the card driver used.
I can reproduce your problem on Linux.

If you want a simple tool to send an APDU you can use scriptor
(command line) or gscriptor (GUI) from pcsc-tools [1].
