Wrote a spec - what is next? (or how to find resposible persons)

in issue 59183 I was asked to write a spec/feature mail - so
I did, but
when trying to follow the process, some questions came up...

First question:
How to find the right persons to fill in/contact.

:Specification lists
only the major modules and "other" when it comes
to the "project lead"
field.
Is that lead exclusive?

QA-Representative is also somewhat unclear - does it have to
be someone
from within Sun?

Is it OK for the spec-author to upload the spec to
specs.openoffice.org?

Anyway - I wrote a spec - but what is next? mh suggested to
ask on this
list on how to proceed, thus this mail.
