I suggest approaching the lead of the project where your
main work
resides. In this case, it's probably gsl, so I assume
Philip Lohmann (pl
at openoffice.org) can be of help.

In my understanding: no. Certainly the person you choose
should have a
certain reputation in the community - choosing somebody who
never before
appeared anywhere might look suspicious

I'd say yes. Additionally, a mail in announce specs.openoffice.org is a
good idea, so people interested in the matter could join a
potential
discussion.

Upload the spec, announce it.
Get some people - ideally your iTeam - to agree
that what you wrote
makes sense.
If chances are low that your spec will be completely
overhauled, start
implementing it. Well, that's my personal opinion only, who
I do not
believe in the waterfall model telling to
spec-implement-test-finish,
but in repeated iterations in this process.
