Inside a company a manager is saying where you have to work
on. In open
source the "managing" is coming from the
community-interest. So, you are
interested in having a feature, you can be the feature
lead/project lead/...

I haven't looked at "the special case". If
there are questions about who
could review, support, ... from the development view, he
knows who is
the best representative for it.
He is not the "project lead" in the
specification template as I
described before. He is only the interface to the right
OOo-module
project owner (from the code perspective) if there is
support/review/...
needed.
