I'd say nobody.
In more detail, and with the premise that the following
might be my
personal opinion only
Find a responsible person who is willing to be part of the
iTeam, and
Just Do It. I suppose there are rarely people who really
want to
sabotage something. Usually, if you're interested in
getting something
in, chances are good that next month, you're interested in
getting in
something else.
IoW: I believe it's in your own interest to ensure that the
QA person
you found really does QA, instead of just approving the CWS
blindly. So
do it. If you seriously break it, it will be reverted and
you won't get
a second chance . If you
slightly break it, it will be corrected and
you learned something.
At least, that's my understanding of how community should
work.
