Can a spec be a master document ?

Hi all,

sometimes a new functionality seems to belong to more than
just one 
specification (e.g. a user option for a new feature on an
existing tab 
page).

Instead of describing the functionality in one and linking
this 
specification in the other, I wonder whether it would be
feasible put 
the description to be shared into a separate document and to
make the 
referencing specifications become a master document.

What do you think ?
