I think an extra domain (like "main",
"help" etc.) in the wiki would be
helpful. First I thought about an extra wiki-instance. But
inter-linking
will be easier, if it is part of the general OOo-wiki.
Within that domain categories may help to further separate
concerns.

To me, what the Wiki already provides, is enough. Tables
might be a
problem, but I am not sure, how often one really needs a
fully fledged
HTML table.

Don't we already have rules for that?
I wonder more about, how to find the matching existing spec,
because
often I may need to just update an existing spec, rather
than writing a
new one.
