Specification Template Update

Hi,
Here it is the long awaited specification template update
[1].

What's new:

- The tool bar got replaced by a menu (Specification
Template)
- The template informs automatically if an update is
available
- "Project Lead" changed to "i-Team
Lead"
- "Specification Owner" changed to
"Specification Author"
- Link to IDL [2] Specification is now available
- Items of UI-Elements got revised
- DE is no "must"-language for strings anymore
- Improved UI-Element table handling
- UI-Tables for Menus & Toolbars are now available
