What spec template should be used?

Hi all

I'd like to start writing a specification for issue 53420
[1].

I browsed the spec project [2] and the wiki [3] for hints
and I found the
template should be [4] according to what I read there.

But browsing the messages on this list it seems not...

What template should I use?
