Configuration related question.

Hello:
I am writing some specifications with the specification
template, but I got a little unfamiliar about the
configuration,
and for the specification about new or improved functions
for OOo, under what circumstance do I need to write 
configuration? and in which situation the configuration is
not related? can you give me some examples about this?
