updated to 2.23

Jason, I ran:
make clean
./autogen.sh
make
sudo make install
Not sure why I could not get any speech when the above
commands do not give me any compyle errors during the
process.

Have you tried running it in debug mode? If so, does the
debug log show
anything interesting?

If you don't get any debugging output, try running Orca from
within Gnome with
Alt-F2 orca <enter>
