When I took the admin class, I was surprised that the
instructor pronounced it that way. I had always said it with
the emphasis on the 'Per', as in PER-force.

When used in the context of this list, as a proper noun, I
usually pronounce it with more or less equal stress on the
syllables to
distinguish it from the adverb "perFORCE". Just
seems more natural
that way.
