I've come to the same conclusion, but not sure what is safe
to turn off to
test it. What do you think is the most likely culprit? The
only thing I'm
running right now is Avast, Firefox, and Incredimail.

Since it's affecting all of your stuff, I have to wonder
if it's not
some firewall, anti-malware or ad remover setting somewhere.
That could
also explain why it would survive a Windows reinstall.
