Clint,
Msinfo is an executable file so it doesn't need anything to
open it. Far
as I know the program generates the Info report when
executed. Maybe
your copy of Msinfo is corrupted. If you delete it from
C:\Program
Files\Common Files\Microsoft\Msinfo a back up is restored
automatically.
My thought is that this will restore a good copy and it
should work.
Here is a MD5 hash of my copy of Msinfo.exe compare one
generated on
your version to this hash if after the restore you still
have problems.
C:\Program Files\Common Files\Microsoft
Shared\MSInfo\msinfo32.exe

Hope this helps
