Could be hardware or software.
You have to disable programs from starting, one at a time,
until you locate
the problem.

After about an hour, the PC freezes for a few seconds and
then continues.
This keeps on repetitively.
I have scanned the full system with Norton & Trojan
Removal.
I am using Win ME with 512 MB rams.
What shall I do? Could it be a hardware problem?
