Yesterday I was on the phone with Netgear rep in India for
almost 2 hours. 
He worked very hard helping me and we did correct most
problems but it still 
isn't working.

It appears the router is sending to the laptop but the
router isn't 
receiving from the modem. In the lower right corner of the
desk top the icon 
says strong signal, download speed 36m or g. But I can't
connect to the 
internet with the browser.

When we went to the Netgear wizard it checked and told us I
had a static 
connection but today I went to the web page of the ISP and
it says it is 
dynamic. DHCP or something like that.

Is this the problem?

There is only one computer here, it is not a network, just
want to use the 
laptop anywhere in the house. Before I had to hook up the
router from the 
LAN to the computer to use the wizard, do I need to do that
again?

These questions are easier to deal with when more info is
included, like 
the Router make and  model, the computer model and the OS.
In your case I would reset the router to its defaults
(Usually a button 
on the back) and start over.
Settings are controlled by a web interface stored in the
router, which 
you can access through your web browser. The address will be
specified 
in your manual.
You can run the wizard, if you prefer, but you'll have more
control, and 
a better understanding of this device if you use the web
interface.

Can you connect using the Ethernet connection?
Plug the laptop directly into the modem. If it does not work
there, your
problem maybe be the service, not your equipment.
