PCWorks: Access denied

Help Please
I am getting "Access Denied By Control List" when
I am in Internet Explorer 
and trying to get to any web site. It's not a thing I used
to get before I 
upgraded to IE 7.
Any help on this will be appreciated

According to MS, this is due to a damaged ISP connection:

To resolve this issue, create a new connection to your ISP.
