Mouse 
Properties).  On the Buttons tab, you can adjust the Double
Click Speed 
setting.  Then on the Device Settings tab, click on
Settings, then 
Sensitivity, then Touch Sensitivity.  There's a slider to
adjust between 
Light Touch and Heavy Touch.  (I'm using the stupid
touchpad, but there 
should be similar settings for an external mouse....)
