Two things usually cause that. One is simply the scroll
speed
or lines-to-scroll amount is not set correctly for the mouse
in
the Control Panel. The other is no video card drivers
installed, or possibly the wrong ones. I guess it's also
possible it could be caused by not having any mobo AGP
drivers
(or PCI-Express drivers) installed if the mobo requires it,
or
if all of the correct drivers are installed it could be some
settings in the video card's control panel area (found in
the
video card properties).
