charset html file

Hello, I use EclipsePDT 3.3.1.1
when  I open html template which have next string
    <meta http-equiv="Content-Type"
content="text/html; 
charset={{$charset}}"> (it's a smarty template
file)
eclipse can't open it file, and I must open "properties
" for this file 
and assign charset manually.
