Don't load Math::BigInt in Win32API::File if $Config

The attached patch keeps Win32API::File from unnecessarily
loading Math::BigInt when using 64-bit ints, and changes
'new' to ->new().

This will suppress the warnings discussed in
http://www.nntp.perl.org/group/perl.perl

when using 64-bit ints (but not if using 32-bit ints, of
course).

Oops, didnt notice this, ignore my other patch, the attached
is a
merge of Jerrys change and of the warning tweak.
