Changes/ChangeLog files out of sync

I only did a few checks for dual-lifed modules, and it looks
like
the Changes/ChangeLog files have not been properly
maintained.

Examples:

Storable.pm is 2.16; ChangeLog is from 2.15

Time/HiRes.pm is 1.9708, Changes is from 1.9705

Sys/Syslog.pm is 0.21, Changes claims to be 0.22
(I assume this one is still work in progress, but the
module
version should be incremented beyond 0.21 before release).

Note that I did *not* do a comprehensive audit, just
spot-checked
a few modules to compare the core versions against CPAN.

As you guessed, this is a work in progress. I'm checking the
smokes  
to be sure it's ok, then I'll release it on the CPAN, then
send a  
patch to bump the version in blead.
