Bob,

There are a number of free program editor packages out there
that
contain this tool.  The ones I've used most often are JEdit
(windows
environment) and Anjuta (Linux environment).

try notepad++ that runs on windows comes with various
plugins and multi-language support

Don't forget the basics: vi, in the form of vim (and surely
Emacs as well) 
does bracket/brace/paren matching. Put your cursor over one,
hit '%', and 
it'll jump you to the matching character. You can even get
automatic 
highlighting if you want.
