I'm not sure what help any of us can be for such a broad sweeping topic
that wouldn't boart the bandwidth.

First off let me tell you that most Linux distros come with Perl as part
of the installation with varying levels of currency.

My suggestion to you is first go buy some books at your local bookstore
and do some reading. Then you can go to any of the distro sites and
download the ISO images and burn CDs as appropriate and do your
installation. Some distros are "live CD" installations that require a
connection to the Internet to do their thing so be aware.

Read the distro's "README" files/pages on the website before proceeding
so you know what you are getting into.

Some suggested distros in NO PARTICULAR ORDER OF PREFERENCE are:

Ubuntu http://www.ubuntu.com/
Fedora http://fedora.redhat.com/
Debian http://www.debian.org

and there are many others. Most distros if you put the boot CD in,
accept the defaults and follow the instructions you'll be able to get
started with little or no muss or fuss.

If you are using dial-up for your Internet access things will get a
little trickier although I might be dated in my information on this
since I haven't used dial up in years.

Good luck. Have fun with it. You will skin your knees (figuratively
speaking) in the process but you will learn a lot if your keep your cool
and do a little reading and research.
