logging into root of remote machine

i am trying to login into root of remote machine ..
i modified the /etc/ssh/sshd_config and did PermitRootLogin
Yes .. and
restarted sshd ..
but still i am nt able to login into root of the remote
machine .. i am
using perl to code ..
I THINK THIS IS A LINUX QUESTION BUT I M NOT GETTING A REPLY
ON THAT
