yes, this is where the problem is

in general, it is better to have gnupg
installed into your root directory c:gnupg

to fix it,
uninstall gpg4win 1.0.6 and then re-install it,
but specify that gnupg be installed into c:gnupg

it gives you the chance to do this when it displays the default setting
c:Program FilesGPG

backspace it and replace it with c:gnupg
and continue with the installation,
and it will automatically overwrite the earlier gnupg version

winpt will now run without a problem

about Michael Daigle's suggestion of using gpgshell:

some things are more convenient with gpgshell, and some things are not
so convenient

i use both gpgshell and winpt, and gpgee
and find myself switching between them
when it is convenient to do so

gpgshell gives a very nice verbose output in a separate screen, letting
you know exactly what gnupg is doing

the gpgtray menu and gpgtools have a pgp gui feel to them that is
comfortable for users of pgp 8 and earlier versions

gpgshell is the only program that allows for self-decrypting archives
in *any* algorithm
(needs to have the option of 'cipher-algo name'
[where name is the name of the selected algorithm]
added to the options

but gpgshell can sometimes be quite annoying,
especially to those who are using a gui to avoid the command line:

all key-editing and key generating commands
revert to the command-line interface

the winpt key interface is much more user friendly in this respect

also,

if you use more that one key, and aren't sure which of your keys the
message was encrypted to, and you still want to see the passphrase as
you are typing it in,
then gpgshell just displays a blank passphrase entry area, without
identifying which key to use

winpt lists *all* the keys the message was encrypted to,
as well as which of your keys it is currently trying to decrypt with

(for me this is very convenient, as different people use different keys
to encrypt to me,
if you are using only one key, it may not make any difference to you)

one more thing,

if you are installing gpgshell,
it needs two minor tweaks to get it to work:

(1) gpg.exe must be copied into the gpgshell directory as well as
leaving it in c:gnupg

(2) gpg.exe must be in the PATH

i personally respect all the program developers and feel that it is
nice to have more than one way to work with gnupg,
so again,
my recommendation :

use *all of them*
and in a way that *you* find works best for *you* with whatever aspect
of each of the programs

doesn't matter at all where it is.

I thought GPGshell honored the GPGHOME environment variable, in which
case a properly configured GnuPG is all that's required (neither 1 or 2
would be necessary). I could be mistaken. I don't know for certain since
I do have GnuPG in my PATH because I have two copies of GnuPG installed.
If my encrypted drive isn't mounted, then the publicly accessible GnuPG
found next in my PATH is used. I like to make sure I know the copy I'm
working with hasn't been tampered with (though GPGrelay will let me know
on startup).

If you're using GPGrelay or the Enigmail extension for Mozilla mail
clients, you have escape from the command line for key management. No
other utilities such as GPGshell or WinPT are needed.

The biggest reason I use GPGshell is for the ability to quickly and
easily switch between various gpg.conf versions so that I can sign with
other keys, enable/disable common options, and manipulate individual
keyrings and groups of keyrings.

Also, Enigmail becomes *very* slow when dealing with with large
keyrings. It also does some sort of strange keyring caching; I've found
that sometimes after switching keyrings (with GPGShell/GPGTray) that
Enigmail still uses The Wrong Keyring for listings.

That can happen with GPGshell, too, if you don't have the right key
caching options enabled. I don't have much experience with Enigmail's
key manager since I prefer to work in GPGrelay (allows even moving keys
between keyrings), or from GPGshell (GPGkeys) for trust signing.
