Yes. If you don't, how will they know that you want them to use it? 
Also, it's currently technologically infeasible to derive the secret key
from the public key.

It provides a place where people can find your key. If you don't put
your key on a keyserver, people will have to either email you directly
or you should put a link in your email signature (.sig) to a URL that
contains your public key.
