I believe the Win32 conditional code, ie _CYGWIN_ and _WIN32
defines, has been
removed from GnuPG 2.0.
You may get further along in building the prerequisite
libraries using Cygwin,
but I doubt you'll be able to get a working application
without doing
significant and extensive porting work even on Win2k and XP.
(What few Vista
posts I've seen regarding porting don't look good regardless
of application.)
There is not a lot in GnuPG 2.0 that isn't already in 1.4.6.
