Maybe TheBat can't find it.

Try this: At Control Panel > System > Advanced >
Environment Variables >
Path > Edit

Add ;%PROGRAMFILES%GNUgnupg (or whatever the path to
gpg.exe is) to the
end of the path string that's already there.

If my memory is right, the has to be a back-slash  at the
end:
;%PROGRAMFILES%GNUgnupg

You have to reboot your PC after that.
