Displaying Images from Mysql Links to PHP pls help

Hello im trying to store image locations in Mysql and then
display them
using PHP but ive tried loads of different guides and none
of them seem
to work

can anyone tell me a straight forward walkthrough guide with
all the
PHP.ini and any other options i may need which may be
preventing the
pictures being shown.....

also what would be good is when you  use the upload facility
how the
hell do you set the location and permissions on where the
pictures will
be stored, this is far less important right now i just want
the images
showing from the chosen links pls help me..
