Store images in Mysql then hyperlink them to HTML pages using PHP

Basically im building a database to store people profiles i
can store
the photos in the database and retrive them
thats easy but how do you hyperlink the pictures to the
profiles as in
the html pages...

Should be like this Images displayed on screen with Username

If you click on the Image or Username then the page
redirects to
another HTML which contains that users profile

Does anybody know how to make this function work i need it
for both
text and images
