The Windows XP .msi package of PHP 5.0.whatever comes with a
weird config that disables MySQL.

I did this through trial and error, but to enable MySQL, do
what the previous comment says, and then uncomment the
php_mysql.dll which is listed a ways down the INI (I used
the php.ini-recommended file) with the huge list of DLLs.
