On this page and the FAQ they point out that to reset the
Windows PATH variable to include your php dir, you need to
completely restart the machine.
If you can't afford to do that (installing on a live server
for example), you can use the setx.exe tool from the Windows
Resource Kit (google it). Like so:
c:\pathtoresourcekit> setx.exe PATH
