I've installed Apache + PHP on a Windows machine of which
I'm not an administrator.
I found out it was necessary to change the permissions of
the httpd.conf file on C:\Program Files\Apache
Group\Apache\conf in order to have everything working.
Since I'm also using cygwin this was simply done with:
>chmod 755 httpd.conf.
