Perhaps the commenting system is no longer being moderated,
but why in the name of PHP Gods are people posting
"recursion" functions?!?! Use the TRUE flag like

mkdir("/path/to/my/dir", 0700, TRUE);

.. so that the folders "path" and "to"
and "my" get created on the fly if they don't
exist already. PLEASE READ THIS MANUAL BEFORE POSTING!!
If the proposed directory ends with a trailing slash and
confuses Windows, then check the VARIABLE and change it,
don't make convoluted functions that replicate a BUILT IN
PHP FUNCTION!!!
