note 78037 added to function.mkdir

kidlunch at gmail dot com, its because its only available in
v5.  Not everyone has updated their servers yet.  And as its
an easy implementation for backwards compatibility its nice
to have it.  It would be nice to have a version check
wrapped around non-v5 version.
